You can obtain the Shadow Harvester Boots by defeating the Tevent Archboss in Throne & Liberty. Tevent spawns during the Courte's Wrath Conflict Event in Throne & Liberty. 

This is not a guaranteed drop, you may have to defeat the boss multiple times to get the item. 

You can craft this item at the Senior Armor Crafter in Stonegard Castle, if you have a Precious Lithograph: Shadow Harvester Boots. Lithographs are usually purchased in the Auction House.
