In the Starlight Stones Ritual Event in Throne and Liberty you have to defeat Goblins and offer the Stardust acquired to the Monument Stone. The event takes place in the Urstella Fields. The recommended level is 12-16.
Starlight Stones Ritual comes in three variants, Conflict, Peace and as Guild Event. They all have their own reward structures shown below.
