The Scared Resistance Soldier is standing by a campfire near Taras Memorial Hall and gives us the Exploration Quest: Dastardly Morti Guild.

The best way to get to it is to jump south from the Monolith Wasteland Waypoint, shimmy up from point 1, then fly over to 2 and from there to it (3).
