The Shock Commander Plate Armor can drop from the following sources:

You can also craft it at the Senior Armor Crafter in Stonegard Castle, if you have a Precious Lithograph: Shock Commander Plate Armor. Lithographs are usually purchased at the Auction House.   

You can get Shock Commander Gauntlets by completing the Cave of Destruction Co-Op Dungeon and opening the chest at the end of the dungeon. Opening the chest costs 300 Dimensional Contract Tokens. 

The drop chance is 2.3% each time you open the chest.
