When hit, damage increases by 8%, and applies Weaken: Speed Decrease, decreasing the target's Movement Speed by 5%. Binds the target for 3s at 10 stacks. When Frost is applied to a Frozen target, Icebound Bind duration increases by 0.2s. Attack speed increases by 18%, and can pass through the target.
