This build heavily leans towards evasion with the goal of hitting at least 1200 melee evasion with ranged being the back up the goal would be to try and get ranged to around 800 to 1000 but this requires better items then currently in this build.
This build is designed around missing attacks outright hence the 1200 melee evasion to try and do this.
It also focuses on trying to lower cooldown speed allowing you to use skills faster, while also increasing Buff duration so things like curse and buffs to yourself last longer.
