This is my build for converting a ranged/magic evasion infiltrator build to a balanced endurance build.
50+ str for heavy attack chance and extra health
30 bonus from dex/wis
50 perception for the hit chance and attack range
Going for as much health, skill dmg, and damage reduction as we can get while still maintaining a dps persona.

Knife Throwing is going to be buffed, used to reduce healing and slow the enemy. Duration increase for easier pursuit.
Strafing with gale and the extra shot for more damage and a buff to your Zephyr's knock
Zephyr's knock whill take out a good chunk of damage.
Ensnaring Arrow to hold pursuers for a moment and to buff damage on your decisive sniping
Decisive sniping to hit cloaked enemies or get big hits during normal damage rotation. Line up as many as you can.
Camo cloak to escape, break some cc, and guarantee a crit
Flash wave to engage and chance to blind
Shadow Strike > Ankle strike to knock prone and brutal incision for some extra damage
- Use this when scorpions are spraying or a greatsword won't stop pursuing
Nature's Blessing + Healing touch to sustain HP

Blitz to reset any skill you need.

Ensnaring Arrow to hold pursuers for a moment and to buff damage on your decisive sniping
Decisive sniping to hit cloaked enemies or get big hits during normal damage rotation. Line up as many as you can.
Camo cloak to escape, break some cc, and guarantee a crit. Reduced cooldown to have more opportunity to cc break/escape or pop off a cheeky crit.
Arrow Vortex to engage and break up some of the enemy zerg. Do not use while allies are using AoE
Flash wave to engage and larger area to hit more enemies.
Shadow Strike for mobility to proc the passive.
Nature's Blessing + Healing touch to sustain HP

Simple rotation here. Mostly for bossing, but can be used for mobbing.
Deadly Marker to mark the target.
Lightning Infusion to build thunderclouds on enemies
Strafing x2 > Zephyr's Knock > Strafing > Zephyr's Knock
Do this to opimally keep your Zephyr's knock damage increased
Shadow Strike + Ankle Strike + Thunder Bombing when thunderclouds stack up to 20
Ensnare arrow to boost sniping damage.
Decisive Sniping to clear mobs or get big hits on bosses.
Blitz to reset as needed or swap to Nature's Blessing with Whirlpool to reduce Sniping's charge time.
Camo Cloak for when you want a crit or to escape mobs. Can be swapped for other utility skills.

Hello infiltrators! For the following reasons I believe it will be valuable to consider an endurance build in place of our evasion.
- Hit chance is going to be buffed so evasion is essentially getting nerfed
- Evasion is good since they will be missing a lot, but if you get hit you're going to get hit hard
- Endurance you won't dodge at all automatically, but you'll have flat damage reduction across the board
