Since there is already changes announced to the Weaponmastery system I ordered the stats based on priority for the build meanwhile.
This is in my opinion the strongest PVP Setup atm a Crossbow Dagger can run.

Here I wanna talk quickly about the reasoning behind choosing certain Items and Traits so you understand what the build needs and hopefully can transfer the knowledge in your decision making while farming the best in slot pieces. Overall my strategy for any build I make is quite simple analyse the pros and cons of a setup then trying to make the cons as small as possible, while trying to push the positive benefits to the max. For example the negative fact that a Crossbow Dagger is really squishy you will try to counter with adding Health, Melee Evasion, Ranged Evasion and Skill Dmg Resistance. To excell your mobility from Nimble Leap and Shadow Strike you are focusing on % movement speed. To make it easier to position yourself correctly and to make up for the shorter Range of the Crossbow you will try to go for X Range whenever it possible. The more attackspeed and debuff duration you have the easier it will be to melt tanks or higher hp targets in general. Since most of our aoe dmg is based on critting with the Queenbellandirs bow its important to get critical hit whenever possible alongside you do want to increase your weaken chance if possible to get the dmg out more reliant. But ddont get trapped with mana regen and Buff Duration if its possible to pickup without sacraficing any of the other things I just mentioned do it, but your actuall fight times will be so short and precicse that your buffs will last long enough and your mana is also enough for the combos with the 30 points into wisdom.
Playstyle and Rotation:
Best Case Scenario would be you are standing in your teammates lines for protection, buff yourself with your strong selfbuffs and then you use Nimble Leap to increase your range and you will try to apply your Crossbows Weakening Passive with Multishot and Knife Throwing. You can then retreat with your camouflage cloak. This way you are slowly chipping the enemie lines down with this big AOE DOT. Once you see someone low life you will engage with your stealth insteadt of retreating. You will use Shadow Strike to gap close and then burst with ankle strike and brutal incision. Only go in if your sure this combo gets the burst kill. Cause on Kill our passive from the Dagger is brocking allowing us to reset our stealth and using it to disengage back into your teams safety. Wait for all Cooldowns to be up and regen your health and get assistance from your healers. Then its just repeat and repeat while you farm those kills.
Possible Adjustments based on personal playstyle and situations:
For Open World PVP Events where your usually not fighting vs large groups of enemies I would recommend switching out Knife Throwing for Windsnatcher this especially in 1vs1 situations gives you great outplay potential.
If you want to play fully ranged for example in a big Guild Fight were you instantly get blown up if your off position you can also change Brutal Incision for Recoil Shot and Ankle Strike for Windsnatcher. For this playstlye you can also change out the Spectral Shadow Cloak for the Lethal Venom Scorpion Cloak cause this will make your Queenbelandir Crossbow hit more often and give the main applicants like multishot and knife throwing a lower cooldown.
If you have good communication in Team PVP you can also replace it for Phantom Smokescreen to prevent your allies from being nuked by range attacks, but this works only if you have voice commands and can call the use of the skill cause if your allies are moving they are not protected anymore. This Skill can be used clever in combination with healers as you have 3 Seconds to get your damage dealers back up to full health.
